Water search and rescue is an important part of the national emergency response system, is an important part of China's fulfillment of international conventions, to protect the lives and property of the people, protect the marine ecological environment, service national development strategy, and enhance international influence has an important role. Reform and opening up, especially since the 18th Party Congress, China gives full play to the advantages of the national maritime search and rescue system, and steadily promote the construction of water search and rescue system, management and operation of institutionalized, formalized team equipment, decision-making command scientific, internationalization of the concept of vision, internal management window construction have achieved remarkable results, water search and rescue capabilities and levels have made great strides. But at the same time, the water search and rescue work still exists in the implementation of responsibility is not in place, regulations and standards are not sound, the protection capacity does not adapt to the outstanding issues, it is difficult to meet the needs of the new era of economic and social development and the expectations of the people. To strengthen the work of water search and rescue, agreed by the State Council, now the relevant matters are notified as follows.

First, a sound system of water search and rescue. National maritime search and rescue agencies to do a good job of national maritime search and rescue and ship pollution emergency response to the unified organization, coordination, development and improvement of work plans and rules and regulations to guide the work of local. Local people's governments at all levels to implement the prevention and response to water emergencies of local responsibility, establish and improve the organization of water search and rescue, coordination, command and security system, water search and rescue funds required to be included in the same level of financial budget, to ensure the efficient and orderly operation of water search and rescue agencies.

Second, improve the joint meeting system. National inter-ministerial joint meeting of maritime search and rescue to coordinate the national maritime search and rescue and ship pollution emergency response work, play a good joint meeting, liaison meetings, emergency meetings, joint exercises, expert advice and other advantages. The Ministry of Transport to play a good national inter-ministerial joint meeting of maritime search and rescue lead unit, improve the comprehensive coordination mechanism, strengthen supervision and guidance. Third, focus on inland water search and rescue synergy. Local people's governments at all levels should be based on the actual establishment of demand, scientific deployment of emergency duty dynamic adjustment mechanism, regional linkage, industry synergy of joint cooperation mechanism, accelerate the construction of river cruise rescue integration, strengthen the daily patrol of official boats, strengthen law enforcement and rescue functions. Non-water network areas of the local government to build the jurisdiction of the water rescue force, strengthen emergency supplies reserves, strengthen coordination and linkage, and constantly improve the inland lakes, reservoirs and other water search and rescue capabilities.

Fourth, strengthen the sharing of information resources. National inter-ministerial joint conference on maritime search and rescue, the members of the local water search and rescue joint conference at all levels, to make full use of transportation, industry and information technology, natural resources, water resources, emergency management, meteorology and other departmental resources, to enhance the ability to predict and prevent early warning, and effectively perform the water search and rescue response, rescue and relief, support and security, aftercare and other duties.

Fifth, improve the water search and rescue planning and planning system. Grasp the national water traffic safety supervision and rescue system layout planning, the implementation of the national major marine oil spill emergency response capacity building planning. Strengthen the national maritime search and rescue emergency plan and the implementation of the national major maritime oil spill emergency response plan, timely update the supporting plans and operation manuals, and regularly organize emergency drills. According to the actual work of the preparation of water search and rescue capacity building special planning, optimize the layout of search and rescue base and equipment configuration, promote water rescue, cruise rescue, aquatic medical rescue, aviation rescue and other base construction.

Sixth, strengthen the construction of regulations and standards system. National inter-ministerial joint conference to promote the improvement of maritime search and rescue regulations and rules, clear responsibility for maritime search and rescue work, guidance to water search and rescue agencies at all levels to develop and improve the water search and rescue watch, platform construction, search and rescue command, equipment, dangerous situations and other work standards, the formation of the whole process, the whole business chain of the standard system, water search and rescue work standardization, scientific.

Seven, focus on equipment research and development and technical applications. Strengthen the application of key technologies and equipment research and development of deep-sea rescue and salvage, to enhance deep-sea and night search and rescue capabilities. Strengthen inland lakes, reservoirs and other waters rescue and deep-water salvage equipment construction, deep diving equipment to achieve lighter remote delivery, improve the Yangtze River and other inland river emergency search and rescue capabilities. Promote artificial intelligence, a new generation of information technology, satellite communications and other applications in water search and rescue work, to achieve full coverage of the "12395" water distress distress phone. Scientific layout and construction of ship oil spill emergency supplies and equipment depot and regular maintenance, strengthen daily exercises and drills to enhance the ship pollution and major marine oil spill emergency response capabilities.

Eight, the construction of modern water search and rescue personnel team. Strengthen the national professional rescue and salvage team and the national maritime search and rescue inter-ministerial joint conference member units belonging to the water search and rescue, water rescue force construction, open sharing training conditions, strengthen search and rescue training and education. Give full play to the role of merchant ships, fishing boats, social volunteers and other social forces to encourage and guide the orderly development of social search and rescue teams and volunteer teams. The formation of cross-regional, interdepartmental, multi-disciplinary water search and rescue expert team, the establishment of a relatively stable pool of emergency experts to provide technical support for the work.

Nine, strengthen water search and rescue exchanges and cooperation. National maritime search and rescue agencies to carry forward the international humanitarian spirit, in accordance with the relevant international conventions to conscientiously fulfill international search and rescue obligations, strengthen domestic and foreign major accident emergency case studies, active participation in international rescue operations, to establish the image of a responsible power. Strengthen regional and international exchange and cooperation, learn from the international advanced concepts, technology and experience to improve our ability to perform maritime search and rescue and international influence.

Ten, promote the popularization of water search and rescue culture. Firmly establish the idea of life first, safety first, organize and carry out a variety of forms, lively publicity and education activities to enhance the awareness of the whole society water safety. The establishment of incentive mechanisms, increase the propaganda efforts of advanced figures, heroic deeds, enhance the social identity of practitioners, professional pride and motivation, to do a good job in water search and rescue to create a good atmosphere.
